Tobyhanna Army Depot is moving forward with a two-phase project to expand its radar testing infrastructure as the US Army prepares to support a growing number of advanced radar and electronic warfare systems.
The first phase, a $68-million fiscal year 2026 military construction project managed by the US Army Corps of Engineers’ Philadelphia District, will extend the depot’s existing ridge-top radar campus, enlarge an existing facility, and add new radomes and test pads.
Currently in the design phase, the project’s construction is expected to begin next year.
A second phase would add an off-site calibration tower designed to improve testing accuracy and support more advanced radar systems.
Once completed, the overall initiative is expected to nearly double the number of available test pads, increasing capacity for both legacy and next-generation platforms.
According to depot officials, the project was driven by increasing demand for radar testing and calibration as newer systems enter service.
The expansion has also been coordinated with radar manufacturers to help ensure testing and calibration results remain consistent between military and industry facilities.

The radar campus is located on Powder Smoke Ridge, an elevated site that helps reduce interference from nearby structures during testing.
To preserve these conditions while increasing capacity, the project includes extending the ridge by constructing a reinforced artificial section requiring approximately 200,000 cubic yards (152,900 cubic meters) of fill material.
The depot also benefits from its location in Pennsylvania’s Pocono Mountains, where limited surrounding development reduces radio-frequency interference from commercial communications networks.
